i'd like to ask you a question concerning the subject:
so, is this quote correct in linguistic terms? What
can you say about its origins?

What can you say about its origins?
It appears to be a modification of the infinitely more common expression
"Primus inter partes" (first among equals), though some folks seem to
confuse the two (http://tinyurl.com/y8jywn).

The closest classical reference I could find is the Ciceronian "Sunt omnes
pares inter se" (They're all equal among themselves):
